At the Manassas City Council meeting on Monday, Jan. 22, 2024, representatives of the City of Manassas Government update annually, retrospectively through 2023, on the accomplishments and plans of the Ministry of Community Development and Parks, Culture and Recreation.
Matt Arcieri and Kisha Wilson-Sugunro presented key highlights from their respective departments’ annual reports.
Arcieri, Deputy Municipal Manager on behalf of the Ministry of Community Development, conducted a review of the department’s structure, composed of Planning and Development, responsible for rezoning and special use permits, parks, culture and recreation, control of recreational programs and park maintenance.
Arcieri highlighted several accomplishments, adding praise for the architectural review committee, successful paintings on new bike facilities, securing investments in transportation, and conversations about networked paintings at the Old Town Inn property. He also discussed significant updates to residential zoning requirements, the approval of affordable housing projects, and progress on structures projects, adding knowledge centers.
The zoning needs updates were described as the most significant in more than 40 years and concerned a comprehensive review and modernization of residential zoning needs. Arcieri said one of the goals is to achieve affordable housing by encouraging a diversity of housing sizes and styles to meet the varied needs and desires of the community.
Kisha Wilson-Sugunro, Deputy Director of Parks, Culture and Recreation, took the floor to represent developments in the parks and recreation sector. He highlighted the expansion of the Manassas Museum, the interior stabilization of Annaberg Manor and the successes of Stonewall Park, the significant accumulation of attendance at the Stonewall Park pool.
Wilson-Sugunro defined initiatives, adding innovations in local school playgrounds, recreational programs, a 4. 4-mile extension of the city’s motorcycle lane network and successful summer concerts at the Harris Pavilion. He also detailed upcoming projects, such as renovations at Dean Park and an occasion Plan Your Park to gather feedback from the network.

Arceri said the county and citizens are beginning to learn more about developing knowledge centers. The city’s first site, called the Brickyard, located on Godwin Drive, where Glen Gary Brickworks once stood, is almost open. Others are on the way.
