Chandigarh: The Superior Court of Punjab and Haryana requested the Central Bureau of Investigation (CBI) to conduct an initial investigation into the collection of “fees” for trucks carrying mining fabrics in Rupnagar district.
The court acted on the report filed through the First Magistrate and Secretary of the District Legal Services Authority, Rupnagar, Harsimranjit Singh.
On 19 February, the High Court asked him to prepare the report because at the hearing of a petition on illegal mining, the government had told the court that there were no illegal checkpoints/barriers near the mining sites of Rupnagar. Since the petitioner’s suggestion had challenged the statement, the High Court had requested a report from the DLSA clerk.
“From the point of view of the State and the report, the factual position of the lifestyles and functioning of illegal and unauthorized nakas varies. We have no explanation as to why doubt the report, which is supported by images and video clips via a USB stick. Judge Jaswant Singh said. It stated that, court could bring an action against the officials involved who failed to comply with their obligations under the provisions of the Mining and Minerals Act 1957 (regulation and development) and did not maintain the supremacy and rule of law. .
The CJM had known seven places where it had discovered illegal nakas on 3-date visits to re-verify the facts. The officer sent photos and videos of the nakas and the ongoing collection. ” (Those contacted) unanimously demonstrated that no truck with sand and gravel can go through these problems without paying royalties. In fact, fees are charged/charged through owners of shredder homes in trucks/sand dumpsters and gravel at the beginning of their adventure and the (parchi) slip in this regard is issued to truck/dumpster drivers, who are checked in the form of illegal checks to ensure that no vehicle passes without paying a fee,” says CJM report.
The court also noted that the report established the lifestyles and operation of illegal and unauthorized checkpoints, through personal persons without legal authority, in places. There is a case where such an illegal checkpoint is even near a police station.
The CBI asked to investigate the case in view of the position of the state and its government and the duration of the anarchy involved, the bank added.
The CBI called for further action after an initial report based on the final results of the investigation within two weeks.
A prestigious report requested by September 9.
