Jemima Parker, president of Zero Carbon Harrogate, said the fleet of nine new hybrid cars; Seven Toyota Yaris and two Toyota Corolla properties, which are rented between an hour and a full day, would mean that it is no longer mandatory to own a car.
Jemima Parker said: “The club provides you with all the comforts of a car when you want it, and none of the car voucher prices related to making a car, only to stay out of your home 90% of the time.
“I am already a member and I hope others will sign up and check this new service instead of spending cash to have their own vehicle.”
The fleet of hybrid cars can now be rented to the public in downtown Harrogate with similar systems to follow in Knaresborough and Ripon.
The new initiative is a joint assignment between the award-winning social enterprise Co-wheels and the Harrogate Borough Council.
The council under pressure from frustrated members of the Harrogate Green Party who said the Council-sponsored Harrogate District Climate Change Coalition risked fitting “only in a discussion workshop” unless primary adjustments were made.
But the Harrogate Borough Council issues a list of environmentals that are already underway.
and says the new car-sharing formula is proof of this fact.
Councilman Phil Ireland, a member of the Harrogate Borough Council’s sustainability and carbon reduction cabinet, said: “We have ambitious plans to improve air quality and reduce carbon emissions in the district.
“A package of measures has already been approved throughout the council and is our climate relief strategy to generate zero carbon emissions until 2038.
“One way to do this is to inspire others to reduce the number of cars in your family, as well as addiction to having a car.
“The partnership with Co-Wheels to administer a motor club program in the Harrogate domain will give others the confidence to do so and complement the use of walking, biking and public transportation.”
The environmental merit of a hybrid car, which combines a gasoline or diesel engine with an electric motor, is that it consumes less fuel and emits less CO2 than a comparable traditional vehicle.
National studies also show that carpools can reduce reliance on cars, as club cars cut on average between 10 and 15 personal cars on the road.
Jemima Parker said: “I’m very happy that Harrogate has a car club. Zero Carbon Harrogate has been working with Harrogate Borough Council to bring a car club to the domain because shared transportation is a wonderful form of our carbon emissions.”
Harrogate and the ‘climate emergency’
Liberal Democratic opposition councillors have been pressuring the council to call for a “climate emergency” for more than a year.
There is no unified definition of what a climate emergency is, however, many regions say they will be carbon-impartial until 2030, something Harrogate has already committed to.
Nearly two-thirds of England’s town halls have declared a weather emergency, but Harrogate is not one of them.
In 2019, the leader of the Harrogate City Council, Councilman Richard Cooper said: “We should not vote on whether there is a climate emergency or not. Having a vote is to say that climate replacement is a matter of opinion, it is not, it is a fact.
But the Harrogate Green Party, which is also part of the Harrogate District Climate Change Coalition, argues that not enough has been done and has joined the recent calls by Lib Dem councillors that it is time to take the next step and shape a policy of non-citizens. Arnold Warneken of the Green Party of Harrogate and a member of the meteorological coalition said: “I need the coalition to be an actor of change, not just a discussion workshop.
“The time has come for Harrogate to be courageous and forward-looking; for example, where are the parking and walking spots? Where is the commitment to making all tips the Passivhaus standard?
“The Climate Coalition has a role to play in guiding the council to call for a climate emergency and then strengthening the council’s commitment to achieving state of carbon impartiality throughout the district.”
What the new hybrid exchange will look like in Harrogate
Harrogate City Council has partnered with the national co-wheels sharing program to launch its first fully hybrid sharing club.
A fleet of nine new hybrid cars, seven Toyota Yaris and two Toyota Corolla properties, will now be held in downtown Harrogate to rent for in the city for as little as 30 minutes to complete days.
Cars can be picked up and parked throughout Harrogate, which is the first time Co-wheels has done so with constant parking spaces.
Each car has its own designated domain and comes with a parking pass anywhere in the North Yorkshire County Council domain.
When booking a car, a convenient location map in the Co-Wheels app or shows where the nearest one is.
Members then get an email 15 minutes before rent with the car’s precise location, which is also shown on the app’s location map.
No keys are required because members get a smart card for the car. Members can also book cars anywhere from Co-Wheels in the UK.
Rentals in Harrogate start at $5.50 for one hour. Insurance, cleaning, maintenance and refueling are also included in the cost. A van will also be rented as a component of the new club.
For vehicle users, Co-Wheels is implementing new measures to ensure the highest cleaning point.
