A Signal Mountain man who drove a truck into the kitchen of an Ooltewah man, severely damaging several of his cars and ripping off the home’s electrical panel, pleaded guilty explaining the reason for the insanity.
Phillip Bryant Elliott, who was 53 at the time of the incident in September 2022, gave the impression to Criminal Court Judge Amanda Dunn, who approved the plea.
Prosecutor Carl Huskins did not contest that statement, saying experts at the Moccasin Bend Institute of Mental Health said Elliott was delusional and that the statement could stand.
Judge Dunn said Elliott would undergo an additional psychiatric examination and then a decision would be made on whether he would be involuntarily committed to a psychiatric facility or go through mandatory outpatient psychiatric treatment.
The incident caused more than $60,000 in damage to the Balata Drive home.
Elliott charged with attempted first-degree murder and vandalism.
Officers who were clearing the space discovered an older man in a back room holding a giant revolver. They learned that he owned the space and was cleaning the unloaded gun when Elliott entered his home.
Elliott’s green Chevrolet Silverado was completely inside the kitchen, he said. The homeowner said Elliott tried to kill him.
The owner said that after his arrival, Elliott ran into his neighbor’s space with the door open. He said neighbors ran out of the space when he came in with a gun.
Deputies discovered Elliott on foot near the front of the courtroom. He said he went to the guy’s house to kill him. He said he was a veterans affairs adviser in the past and met the guy from Ooltewah there. he said that Elliott had been his adviser and that they were once friends.
Elliott said he believed the Ooltewah guy “killed young people while driving a truck in the 1970s. “
He said he had already gone to the man’s house twice to kill him, but had still done so.
Authorities said Elliott smashed windows and several cars at Ooltewah’s residence.
A neighbor heard a loud bang and then screams coming from the house.
U. S. Attorney Huskins said Elliott believed he was in communication with the late comedian and actor Robin Williams and believed the FBI was investigating the Ooltewah guy.
Said Elliott, a veteran of the fight.
