This can be problematic because Tesla has promised that “all cars produced since 2016 can be driving completely,” not only those who have paid the software.

Tesla could technically find itself having to do that on millions of HW3 vehicles now.
In addition, Tesla will have to design a new PC to modernize cars with HW3 PCs, as the HW4 PC in its most recent cars is a modification for HW3 cars.
