Defra may have closed her last consultation on the land’s environmental control plan, but farmers still have many questions.
Farmers Weekly participated in a recent Q&A consultation with Gavin Ross, director of Defra’s ELM program, to find out what farmers still need answers.
With ELM we pay for the environment provided through the land, so whether new developments or existing routes, anyone will be covered and anyone will get a payment.
The current government is committed to ensuring that, during the term of this legislature (until 2024), the same amount of cash that is currently allocated to the agricultural sector is maintained.

We need to make agreements with the other people who paint the land, because they will produce the effects for which we pay.
With the phasing out of the Basic Payment System (SPO), a portion of the financing under the ELM is most likely mandatory to obtain certain optimal income, so it would be in the interest of all parties to find answers to allow longer-term agreements.to be reached.
This is a key point, and the data we obtained from farmers and stakeholders indicate that a five-year, multi-year annual agreement appears to be one of the problems for ELM, but it has not yet been proven.and thorough.
We hope that THE ELM will provide long-term sustainable benefits, that land control practices are implemented over several years.
We are well aware that, with many existing systems, farmers inevitably have to pay to know how to apply, partly because the regulations are very confusing and partly because the threat of making a mistake in implementation entails strong monetary sanctions.
We are in a very undeniable application process and because the main points are controlled through the farmer with regard to the progression of his comprehensive farm plan, through demonstrating how he will take the steps to implement the measures that will be reflected in the agreement..
You want a recommendation on practical implementation and movements in the field, not on filling out forms, or wanting to read very detailed main points on how to apply.
While we are very willing to pay for what the land will offer us, it is also understood that measuring these effects can take a long time.
It is very likely that the bills will be based on the measures that have been taken, that we are sure that these effects will be achieved over time if implemented correctly.
We recognize that there are gaps in lost income plus costs and, whatever method is used for payments, what we are very transparent is that the money supply will have to be and there will have to be a detail of profit.
With the phasing out of BPS, if there is no benefit element, if it is not financially attractive to farmers and land managers, why would they settle for it?
The balance is the magnitude of the monetary incentive relative to the price for money.We want to involve others in the program before we get environmental benefits.
Two of the oldest tests and trials yield results and many of the farmers are very excited and committed to this.
It is likely that for pilot projects (starting next year) and the start-up of the ELM (in 2024), bills on shares and profit losses plus costs will be paid.
We try to publish completes about the stocks that will be paid before the end of this year.
The national pilot will involve a small number of farmers and land managers, starting the first phase with approximately 1,000 and achieving approximately 5,500 during the pilot’s 3 years.
We are well aware that we do not have hard barriers between the other grades and, yes, quite a lot, we would see agreements with farmers to cover more than one level.
The other merit of land control plans is that it can also overlay other payments, such as the developer’s net profit payments, the investment for tree planting, and corporations to offset their carbon costs.Farmers and land managers are well positioned to be in this market already emerging.
Level one: ‘Promoting environmentally sustainable agriculture’, paying farmers for measures such as soil improvement, wildflower margins and plant cultivation.
Level two: ‘Locally Targeted Environmental Results’, which rewards a collaborative technique for planting trees and hedges, grass-based flood management, public and education
Level three: ‘Landscape-scale land-use projects’, which can come with forest creation and peatland restoration
Not the chords. Land control plans will be public and drafted as needed.The land control plan is an agreement between the farmer, the land manager and the government related to the collection of the source of income in exchange for environmental benefits.
It provides a direction through which paintings from local networks can be seen from farmers’ paintings.
If you have to go to earth for a sufficient period of time to conclude an ELM agreement, we would be happy to purchase those environmental benefits from you as part of an agreement.
So regardless of the nature of your business, if you meet fundamental regulatory standards, we would be willing to buy environmental benefits.
I would be very surprised if a farmer did not conclude and concluded an ELM agreement.
We have the 2.3 billion pounds that will be obtained under the CAP, which will be obtained at the end of the transition, provided that ELM can demonstrate that it offers a smart price for cash and therefore a continuing precedence for the government.
Approximately 89,000 other people gain advantages from BPS (in England). ELM potentially goes further, however, it is a giant amount of cash available, so you would wait for other people who need to sign up for ELM to do so.
