Montevideo City Council discussed an application from Chippewa County for approval of homes confiscated in the city. The houses are at 303 Park Avenue (formerly Park Hotel), 300 Merriam Avenue and 518 North 5th Street.
The county asks for a qualified copy of a solution authorizing any action taken through the council. The county has also asked the city to approve the parcels at a public auction or auction to adjacent owners, or request a move to the city for public purposes.
The city has the first opportunity to acquire a confiscated property, however, after reviewing the properties, city staff decided that there is no public use or public interest in acquiring any of the properties. As a result, the staff advised not to buy any of the properties.

Two pieces were sent to the Board in the consent agenda.
The Board reviewed the payment of verified claims for the era that ended on 13/08/20, for a total amount of $525,120.52.
Some claims of more than $1,500 included: $110,681.78 for Fiesta City Liquor shares and September rental; $3,836.48 for Kodet Architectural Group for public works construction services; $205,000.45 for RJM Construction for Application No. 1; $27,604 to Schwieters Ford de Monte for a 2020 Ford F-250; $6,435.81 to Nelson, Oyen and Torvik for July services; a $20,000 loan from MCDC to The Workroom; $40,082.41 to Clearway Community Solar for June sun bills; $25981.85 to Dana F. Cole for her audit of the city of Montevideo 2019; and $60,368 to SW/WC Service Cooperative for the BC/BS premium of September.
A legal gambling license waiver application from Montevideo Fiesta, Inc. is also on the consent schedule. The organization wants to hold its annual Raffle Fiesta Days on November 1, 2020. The original raffle, scheduled for May 31, 2020, was postponed due to the COVID-19 pandemic.
The two pieces in the consent calendar were approved through the Board.
In general cases, the board thought of a settlement of a bail bill. The Minnesota Metropolitan Area Cities Coalition has suggested to cities a statewide bond bill.
The solution cites the importance of the bond bill for the city project. The solution went through the council.
The Council then reviewed expenses related to the use of the City’s CareS investment. The city recently earned $398,000 in CARES Act investment and $100,000 legal for local businesses.
At the same time, the people knew their wishes in reaction to the COVID-19 pandemic. One of those wishes was met through the Department of Public Works, which advised buying an off-road vehicle with a sprinkler mounted on the back to disinfect gaming equipment, public baths and other public spaces.
The city asked for quotes for an all-terrain vehicle that met the city’s wishes and won quotes. Quotes were: $25,487.05 for a Kubota with a Sourcewell force hitch; $19,313.81 for a Free Kubota of Sourcewell’s force; $28,385.87 for an ATV Polaris Action Sports; and $28,423.46 for an ATV AM from Action Sports Can.

The board acquires Kubota from Sourcewell.
The board then approved the Amendment Order 3 for the T hangar at Montevideo-Chippewa County Airport. The order of replacement affects classification disorders that were discovered at the site of the new T hangar.
Short Elliot Hendrickson (SEH) said he would assume a monetary tax for the highest-rated paintings. SEH will pay the city the replacement application fee, for a total of $83,472.20. The City will then use that budget to pay Duininck, Inc. for the leveling paintings that will be made through them.
Following the discussion, the Board approved Order 3.
As the evening schedule had no additional questions, the assembly rose. The next council assembly will take place monday, September 7 at 7 p.m. in the City Hall of The City Council.
