Plans for 125 homes were up for approval, some six months after an earlier attempt was postponed after Brentwood Council heard considerations of how they could simply “erase” Brentwood’s view of London.
A planning request for site progression was deferred at a July planning committee to allow for greater engagement with neighbors, other effects of the road and its relationship with a Lamborghini car dealership and Aston Martin given the green light for the neighboring Brentwood green belt in February.
Concerns were also raised about development, design and landscaping along the eastern boundary and housing consolidation. Developer Crest Nicholson met several times with representatives of the Mascalls Gardens Residents Association between the July committee and the presentation of the amended plans on Sept. 8. 2023.
David Baker, a resident of Mascalls Gardens, representing the council, said: “My guess is there will be 75 objections to this proposal. I have already made two objections, and I need not repeat them. However, I am still not convinced that the site will be able to help the increased traffic on Nags Head Lane, as well as the proposed progression on Brentwood Gateway. Each site has only one access point, facing each other on Nags Head Lane, just beyond the railroad bridge, on a blind bend.
However, officials say planning, design and landscaping, adding the structure of bungalows adjacent to the eastern boundary and the relocation of two self-built parcels, would alleviate considerations about loss of privacy.
An official’s report said: “The replacement of two-storey dwellings with bungalows is more in line with the maximum number of dwellings in Mascalls Gardens and the reduction in height will reduce the effect of progression on the sense of confinement of adjacent neighbours and their belief in it’s loss of privacy. It is not considered moderate or mandatory to remove the allowable progression fees for any alteration of Class B and C roofs due to the distance between dwellings and the height of the ridge that it does not replace.
Councilmember David Kendall, who spoke on behalf of the citizens, said at the July 25 meeting, “Most of the citizens I’ve spoken to agree with anything that’s built on the site. In my opinion, it has to be anything that is susceptible and understands the desires of the sedentary community.
“The progression will have a serious visual effect on many citizens living in Mascalls Gardens. This will overshadow the bungalows and completely erase the view they are currently enjoying.
Mascalls Gardens residents’ agreement says the progression threatens their privacy and quality of life as the proposed buildings would be taller than existing properties. They also claim that the density of those new properties, combined with their pitched roofs, would create a “virtual wall”, particularly obstructing views and sunlight.
