A devastated circle of relatives has paid tribute to his “special little star” killed in a horror accident that claimed the lives of four young men.
Isabelle Floyd died in the accident along with two other teenagers and a 21-year-old driving force on October 13.
While the police watchdog was launching an investigation into the accident, the 16-year-old’s family circle paid tribute to her “perfect daughter. “
The teenager had just begun “a new bankruptcy in her life” in college and was chasing her life with “ambition” when she died when the car crashed into a tree in Kingswinford, West Midlands.
Isabelle, a rear passenger when Skoda Fabia crashed on Bromley Lane in Dudley, near Birmingham.
Driver Joshua Parkes, 21, Lucy Tibbetts, 16, and front passenger Nathan Cartwright, 18, were killed. Cartwright died four days after the accident.
Another 16-year-old girl, also in the yellow Skoda Fabia at the time, remains in the hospital in solid condition.
Isabelle, of Dudley College, is the fourth victim to be named.
Her relatives said: “Izzie so perfect, so kind and loving person.
“His pretty face and his little body with such a big and complete heart, his kind, crazy and cheeky manners and his laughter were just a hint of magic and happiness that we shared. “
Her circle of relatives added that she “loved, loved, and worshipped so much” before her life “tragically was truncated. “
“Izzie has never been happier and this is a bit of comfort as she continues her adventure to paradise in peace,” they said.
“We are all so devastated and saddened by their loss, and our lives will never be the same again.
“Now she will live in all our hearts and in all the glorious memories of all who enjoyed her so much. “
The Independent Office of Police Conduct (IOPC) has opened an investigation into the accident to the West Midlands Police.
The force said officers in a patrol vehicle had noticed the Skoda before the accident, but that their vehicle “was not nearby” before the collision on Bromley Lane.
Police said the marked car was then removed from the scene “to ensure that all applicable diagnostic evidence can be recovered to assist in the investigation, such as the general procedure. “
Lucy Tibbetts’ mother, 16, a rear passenger, paid tribute to her “beautiful baby” and “inspiration. “
Parkes’s friend, Mr. Cartwright, 18, died in the hospital on Saturday, his mother paying tribute to her “magnificent child. “
Joshua’s circle of relatives said in a statement before Nathan’s death: “The total circle of relatives is devastated by the loss of life and prays that those who are hospitalized will fully recover. “
“Our mind is with the affected families at this terrible time.
“We would appreciate it if our privacy is respectable as we settle for what happened. “
Josh’s family friend Kane Allport had told Mirror Online in the past: “It’s such a pitiful loss.
“We all played in combination when we were kids.
“He was such a bubbly user and loved, he would have done anything for anyone who needed help.
“A life so short that many will miss it.
“The global is so cruel that we will all miss them.
“You don’t expect to wake up to hear that you’ve known for years and how young you care about something horrible. “
A West Midlands police spokesman said: “Our specialist officers continue with families whose lives have been devastated by this tragic event.
“There are no words that can express their pain and our minds with them at this painful moment. “
Friends told how Joshua got off the road on a car before sinking into the tree “at 90 mph. “
They claimed that he might have been driving some other vehicle or that he knew a police car nearby at the time.
Neighbors described how they fled their homes to perform cardiopulmonary resuscitation of women after being evicted from the rubble.
Dozens of bouquets of flowers and balloons were placed around the tree and a circle of family and friends visited the site.
PC Chris Ridge of the Force Collision Investigation Unit said in the past: “This is a devastating time for the families of those involved, and we have specially trained officials supporting them this time. Difficult.
“The loss of those young lives is very challenging for everyone involved.
“We’re still running a series of lines of research as we review to see what happened and why. “
