7 Join Lake to River’s Economic Development Leadership Team

YOUNGSTOWN, Ohio – Lake to River Economic Development, JobsOhio’s new region, has appointed seven more people to its staff.

Lake to River encompasses a four-county domain that covers Ashtabula, Columbiana, Mahoning, and Trumbull counties. The seventh region of JobsOhio was officially announced by Gov. Mike DeWine last month at an event at the Eastwood Event Center in Niles.

The seven members are:

Sweeney Blackann is the former president of Sweeney Chevrolet and Sweeney Buick GMC in Boardman, and is currently a representative of Cochran No. 1, which will be marketed in 2023.

Sweeney Blackann serves on the board of directors for the Youngstown/Warren Regional Chamber, Brite Energy Partners, Youngstown State University Foundation, Better Business Bureau and Akron Children’s Hospital Foundation. She chairs the United Way of Youngstown and Mahoning Valley Impact Committee and is a trustee of the Youngstown and Mahoning County Public Library.

Sweeney Blackann holds a Bachelor of Business Administration from YSU and is a graduate of NADA Dealer Academy.

Boyarko leads all facets of the economic progress team, which focuses on task expansion and investment in the four-county region.

Boyarko spent approximately 18 years at the Youngstown/Warren Regional Chamber, where she held a variety of leadership positions, including Chief Operating Officer and Senior Vice President of Economic Development. Under his leadership, the Regional Chamber’s economic progression team controlled 214 projects, generating $6. 2 billion. in personal investment and the creation of 10,178 new jobs in the Mahoning Valley. Prior to joining the Regional Chamber, he spent 12 years in the police force.

Boyarko is a 2009 graduate of Leadership Mahoning Valley and a recipient of Mahoning Valley’s 2009 Young Professionals Under 40 Award. He is a member of the National and Western Reserve Chapters of the Society for Human Resource Management and participates in various Valley forums and committees.

Boyarko earned a bachelor’s and master’s degree in criminal justice from YSU.

McGiffin leads investment and stakeholder engagement activities. He most recently served as president of the Regional Chamber, where he also oversaw the operations of the Warren Area Chamber of Commerce Economic Development Foundation and the Warren Region Chamber of Commerce Education, Citizenship and Culture Foundation.

Previously, McGiffin served as assignment manager for Allegheny Intermediate Unit’s OnRamp to Remote Learning initiative, director of Stambaugh Auditorium, and director of special occasions and assignments for the City of Youngstown.

McGiffin earned a bachelor’s degree in management and a master’s degree in education from YSU.

Falter leads the Regional Workforce Coalition and is guilty of coordinating regional strategy.

Falter previously served as Director of Business Solutions for the Workforce Initiative Association in Canton, Ohio. He has more than 24 years of combined experience in the public and personal sectors in economic and workforce progress, and joined Thomas P. Miller and Associates and the Ohio Department of Development.

Falter holds a bachelor’s degree from Kent State University and is a certified business engagement professional.

Wilaj partners with JobsOhio and local communities to retain and expand local businesses and take advantage of the allure of new investment in the four-county region.

Wilaj Maximum recently played a similar role at the Regional Chamber, where he oversaw the release of the Mahoning Valley Logistics Council. Prior to joining the chamber, he was an economist and market research analyst for the Printing United Alliance, the world’s largest graphic arts industry association. .

Wilaj holds a Bachelor of Business Administration and a Master of Financial Economics from YSU and holds the Ohio Certified Economic Developer designation from the Ohio Economic Development Association.

Neal partners with JobsOhio and local stakeholders to identify and market available buildings and land in the four-county domain for business expansion and attracting investment.

In the past, Neal worked with the Kentucky Economic Development Cabinet and Euphrates International Investment Co. He was also a private business owner and championship-winning school baseball coach.

Phillips collects, analyzes, and reports insights similar to the region’s economy, demographics, and quality of life across the four boroughs.

For the past 25 years, he held a similar role at the Regional Chamber, where he also provided business advice to entrepreneurs. Prior to joining the chamber, she worked with the knowledge systems of the YSU Library and the YSU Small Business Development Center.

Phillips earned a bachelor’s degree in computer science and a certificate in knowledge analytics and multimedia from YSU.
